



3200 W. Moore Street Breaks Ground
3200 West Moore Street has broken ground in Richmond’s Scott’s Addition, marking the next phase of growth in one of the city’s most active urban districts. Developed by Hoffman & Associates and DeBartolo Development Group, the project occupies a full city block and will deliver 366 residential units alongside more than 18,000 square feet of ground-floor retail.
At a time when many projects nationwide have slowed amid constrained capital markets, the start of construction reflects continued investment in Richmond and the long-term evolution of its urban core.




The six-story building is organized to reinforce the district’s evolving identity, rethinking the prevailing model of mid-rise multifamily development. Housing, amenities, and retail are arranged to strengthen the relationship between the building and the street, supporting an active public realm throughout the day.
A network of interior and exterior spaces extends this approach. Landscaped courtyards, a pool terrace, and shared dining and event areas are positioned to operate as an extension of the surrounding neighborhood, while retail frontages contribute to the continued densification of Scott’s Addition as a walkable urban district.
